Mr. Blanco obtained the Electromechanical Engineer degree from the National University of Asunción, Paraguay in 2004 and the Ph.D. degree from Institute of Electrical Energy (IEE), National University of San Juan (UNSJ), Argentina in 2010. He was visiting researcher at the Institute of Power System & Power Economics, TU Dortmund, Germany in 2009, being awarded in years 2006-2010 with a scholarship from the German Academic Exchange Service (DAAD). His research areas are power system planning, FACTS devices, real options, decision making under uncertainty, game theory, corporate finance and energy policy development with emphasis on energy efficiency. Mr. Blanco has published several scientific articles in books, journals and international conferences. Mr. Blanco has worked as electrical study engineer at Division of Operation of the National Electricity Administration (ANDE) between 2003 and 2005, performing power system studies in steady and dynamic states. Moreover, he has been lecturer at many universities. Since 2010, he is Full-time Professor at Polytechnic Faculty, National University of Asunción.
