Ph.D. Rafael Vargas-Bernal

Rafael Vargas-Bernal was born in Irapuato, Guanajuato, Mexico in September 30th, 1972. He received the Bachelor degree in Electronics and Communications Engineering with the entitled work "Advanced Techniques of Spectral Analysis", in October 6th, 1995 from the University of Guanajuato. After, he obtained the Master Science degree in Electronics from the National Institute of Astrophysics Optics and Electronics (INAOE) with the entitled work "Development of a Tearing Method for Non-Weighted Graphs with Applications to Partitioning of Circuits", in September 4th, 1997. Lastly, he obtained the Philosophy Doctor Degree in Electronics from the same institute with the entitled dissertation "Assessing the Uniqueness and Upper Bound of the DC Solutions with Circuit Topology", in July 19th, 2000.
During October 2000 - September 2001, he worked as professor of the University of Guanajuato in the Department of Communications and Electronics Engineering. Since January 2002, he has been with the Department of Electronics Engineering of the Higher Technological Institute of Irapuato (In Spanish, Instituto Tecnológico Superior de Irapuato) as Professor-Researcher. From August 2005, he is also working in the Department of Materials Science in the area of Ceramic Materials. He has been working from April 2003 as Professor-Researcher of the Center of Development and Research on Micro and Nano Technologies (CRDMNT) in Spanish called Centro de Investigación y Desarrollo en Micro y Nano Tecnologías (CIDEMYNT). At the presente time, he is a reviewer of the magazine IEEE Latin America Transactions from August 2003.
He was acted as external technical reviewer of research projects of the University of Guanajuato from 2005 to the date and as technical reviewer of the Congreso Internacional sobre Innovación y Desarrollo Tecnológico (CIINDET) from 2006 to the date. He is technical reviewer of standards on microtechnology and MEMS in Semiconductor Equipment and Materials International (SEMI) from November 2006 to the date.
He participated as technical expert in the European Roadmap for Photonics and Nanotechnologies 2008 published by MONA (Merging Optics & Nanotechnologies) Consortium. He was reviewer of scientific papers in the Jornadas de Sistemas de Telecomunicaciones realized in Quito Ecuador, 14-16 May 2008. He was reviewer of scientific papers in the II Congreso Internacional de Telecomunicaciones IP realized in Quito Ecuador, 10-12 July 2008.
